The UK’s Information Commissioner’s Office (ICO) is launching an investigation into online platforms, including TikTok, Reddit, and Imgur. Concerns about the misuse of children’s personal data and the potential exposure of teenagers to harmful content have prompted this move. The investigation will examine whether the algorithms of these platforms recommend inappropriate material to users aged 13 to 17.
The ICO will focus on how TikTok uses personal data in its recommendation systems and whether Reddit and Imgur have adequate age verification measures to prevent minors from accessing dangerous content. This aligns with the Children’s Online Privacy Code, introduced in 2021, which sets out measures to protect minors’ personal information online. If any breaches are identified, the ICO will first inform the platforms before making a final decision based on their response.
Concerns Over Data Protection and Algorithm Risks
Information Commissioner John Edwards emphasized that while platforms do have data protection measures in place, the key concern is whether they are strong enough. He stated, “The issue is what they are collecting and how they are working. I would expect there to be many benign and positive uses of children’s data in recommendation systems. My concern is whether they are robust enough to prevent children from being exposed to harm, whether that’s through addictive practices or the content they are exposed to.”
Edwards clarified that the ICO is not singling out TikTok but aims to gain a broader understanding of social media recommendation algorithms. TikTok was chosen due to its rapid growth among young users, market dominance, and the potential risks it poses. Given resource limitations, the ICO is focusing on key technologies that drive engagement on digital platforms.
TikTok’s Previous Scrutiny in the UK and US
Earlier this year, TikTok faced a temporary ban in the US due to concerns over potential Chinese government access to user data, reminds NIX Solutions.
